Why is Chinese technological prowess lacking? China is not even close to Soviet Union of 1989?

Even though China is the second largest economy today, it still relies on old Soviet technology to equip its military. Do the people of Russia/ Soviet Union have far higher IQ than the people of China to have developed technology that China cannot develop despite having all the money it needs?
