Can you be fined 200 pounds for urinating on a shop window?

My mate was spotted on CCTV urinating on a shop on a night out. The police took his details and PNC checked him. The officer said that he would let him off but he could report him to trading standards and get him fined 200 pounds. Is this true? Is he likely to be summoned to court? Are they likely to keep to their word and let him off? Would he get a criminal record?
